Anonymous, your advice presumes that this individual wants to get on a train and go back to wherever they came from, which is not even implied in the question.
Then, there is also the issue of getting to Washington, MO via a bike, which involves a potentially difficult ride across a very narrow Missouri River bridge to Washington, MO, not to mention the fact that Hwy 94 has no shoulders for much of that route.
