The Missouri Bicycle Federation site has a couple of different articles concerning this.
Here is a link to their site and the page where you can easily send messages to the MO Attny General, DNR, and Ameren re completing the trail. http://mobikefed.org/CompleteTheKaty
Just do a search (from their site) for Katy or Ameren and you should be able to pull up articles.
