What is the current condition of the "in development" segment from Lees Summit to Pleasant Hill? Are any portions of the trail available or is this all on country roads?

Well, you have to figure out your own route. For the route I used, part of it is wide sidewalk bike trails. Part is winding through neighborhoods. And part is country roads. Google Maps and Google Street View help give a feel for what to expect.
